The Need
The City need to move from an on-premises legacy permitting system to a more GIS-centric Cloud hosted platform. Specifically they needed to:
- Improve the online application process for customers
- Reduce manual efforts and improve efficiency
- Reduce front counter questions from applicants
- Improve plan review and turnaround time
- Track activities and tasks, deadlines and due dates Improve reporting
- Document policies and procedures for standardization
The Solution
SoftResources did the following to help the City achieve the goals for the project:
- Initiated online workshops for gathering of requirements and assessment of the current environment
- Created the Permitting Software Key Requirements document after Discovery workshops with City Permitting, Public Works, Fire, and Parks personnel
- Generated a Process Improvement and Opportunities report incorporating the adoption of new software, possible policy revisions, improvements for as-is and to-be environments, and recommendations for next steps
- Created a Request for Proposal
- Reviewed the RFP responses for vendor fit/gap
- Conducted software demonstrations with the top 3 vendors
- Facilitated the scripted demo process and due diligence activities
- Provided in-depth business review of the vendor contract and contract negotiations
- Developed a statement of work to support successful implementation
- Provided implementation project management oversight services to complement the City’s internal Project Manager and project team during the implementation of the new Permitting software
