Municipal Permitting System Selection and Implementation
Background
A full-service city in the Bay Area with approximately 700 employees who serve over 160,000 residents.
The Need
The City needed a new permitting system to meet complex requirements including integration to the financial accounting system, a robust public interface to the permitting process, improved usability and increased efficiency. The City’s Development Services Department needed assistance with three initiatives:
- Identify business and system workflows for building, planning, fire protection office, public works, and code enforcement
- Define core customer permitting requests in order to develop a self-service web portal
- Assess the electronic scanning process and staff ability to access and attach documents in system
The Solution
SoftResources helped the City to successfully select, negotiate and implement a modern permitting, land management, and licensing solution that met their requirements and achieved their goals by doing the following:
- Evaluated the existing system’s environment/workflow
- Defined functional and technical requirements
- Developed a request for proposal for permitting, land, and license management
- Assisted with vendor outreach and solicitation management
- Provided a systematic approach for proposal evaluation and a vendor analysis
- Facilitated targeted software demos
- Conducted due diligence and final validation activities to support the vendor decision
- Produced an in-depth business review of the selected vendor’s software contract
- Implemented a statement of work
- Provided implementation project management services to ensure a smooth transition to the new system
